Low Income Housing Tax Credit and Group Adult Foster Care Programs

Orchard Hill at Sudbury offers ten (10) apartments as affordable units. Residents are accepted according to a resident selection plan. Under the plan, the affordable units will be occupied by persons eligible to participate in the Group Adult Foster Care (GAFC) Program and/or by persons eligible for occupancy under the Low Income Housing Tax Credit (LIHTC) Program. Priority will be given to GAFC applicants who are at risk for institutionalization and to those who are prepared for departure from a hospital or nursing home. To the extent there are no such applicants on the waiting list, an available apartment would then be offered to the qualified applicants who are residents of Orchard Hill at Sudbury or from the general public.  

LIHTC Program Financial Eligibility Criteria

In order to qualify for an affordable unit at Orchard Hill, the applicant must first meet the financial eligibility criteria under the LIHTC Program. An applicant's annual income (for one person) may not exceed $34,250. An applicant's annual income (for two people) may not exceed $39,150. Residents participating in this program are required to provide us (initially and annually) with copies of their personal income tax returns and/or other documentation as needed to verify information on the Move-In Certification and annual Re-Certification forms. In addition, all applicants are subject to the normal reference checks and application approval process.

GAFC Financial Eligibility

In order to qualify for GAFC, participants must meet Medicaid financial qualifications as set forth by the Department of Medical Assistance (DMA). An individual may not have more than $2,000 of countable assets ($3,000 for a couple) or a monthly income in excess of $1,175 dollars. The Medicaid regulations contain extensive rules regarding countable assets, transfers of property and spend down. We encourage families to consult with an attorney or other appropriate advisor to determine Medicaid eligibility.

GAFC Clinical Eligibility

Participants must have a Physician Certification of at least one medical diagnosis and must require daily assistance with at least one activity of daily living (ADL) such as bathing, dressing, eating, toileting, etc. related to the medical diagnosis.

It is most important to understand that the final determination regarding eligibility for the GAFC program rests with the government agencies administering this program and not with the employees or owners of Orchard Hill at Sudbury.

Application Procedure

Completed applications may be mailed or dropped off to the address below. Within 21 business days of receipt of your application and supporting documentation (verification forms will be provided to you), you will be informed of your status.

Please be advised a deposit for $1000 is taken at the time of application. Should you decide not to take the apartment, if offered, we would refund $900 of this deposit; $100 is retained by Orchard Hill for processing the application.

Though we are fortunate to be able to offer these programs, we know that some individuals will not be able to qualify, or if they do qualify, will not be able to participate due to a lack of available apartments.
